The Wright brothers filed a patent in 1902 for their "Flying Machine", that was still in effect during WWI. How did this impact the US's ability to enter the aerial war?

I've heard that there was pretty severe discussions as to how to make this work, and the government had to step in to allow planes to be manufactured, but I'm curious what you have to say.
